Need Help Matshita dvd decoder

Hi I have a matshita dvd on my laptop but when I try to play it it tells me I need a decoder for it. Is there any where I can find this and download it so I can get this thing working I hope for free. I thought it should have came with one. All help would be appreciated.

You need some DVD playback software such as WinDVD, PowerDVD, etc.

I will try it and see what happens thanks again. I couldn't figure out what a decoder was.
