I have a new program that requires a 32-bit driver for it to install. I am using the drivers that come with win98se(OS I am running). I have been told that these are only 16-bit drivers. I have a toshiba xm6302b and a phillips cdrw2412a. Both of these companies don't have any on their pages. Anyone know where I can get a generic 32-bit driver?

The drivers that came with Win98 would be 32bit drivers 
Have a look on your CONFIG.SYS file and make sure there are no old DOS drivers being loaded in there, they will look something like :-
DEVICE=C:\WINDOWS\IDECD.SYS /D:MSCD001
