RICHED32.DLL FILE NOT LOADED!!!!!!!!!!!!!!

Hi all, i had to reload winxp, and the problem i have is that every time a try to open a email i keep getting a error saying ( The opertaion could not be compleated.RICHED32.DLL failed to load.Please re-install).I try and reinstall it but won't let me.Can any one help??
