secure32.dll

I was having problems with a site that said the problem may be with the site or my network settings. So, I went to my control panel to network and looked it over (only). I said OK. Computer asks me to install my Win 98cd, I did. It complains that it cannot find secur/32.dll ???WHAT does it want from me. What do I gotta do?
I've been on the site before with no problems, but as of late(always the but) I have been trying out some new registry tune up programs which in the end seem to be a hassle.
I have windows 98se IE6
Any help wood be highly appreciated. Thanka thanka.
