CD ROM setup

My computer is a 233mh intel pentium and had a 1 gig HD that went bad and I lost everything and I need help getting my CD ROM working so I can load windows 95 or 98 from the CD. I have formated the new hard drive with the /s and it boots from a floppy 1.44 but I just can't get the CD to loadup. The CD drive is an Acer 32x.. Can anyone help me please with the drivers and instructions on what to do with them

You need to check the boot order in the BIOS, CD-ROM would need to be before hard disk in the order for it to boot from it

to do that where does it get the drivers to tell it to work?
In the boot from the floppy it says no cd rom driver files found. So the cd rom is not there
